Claudette P. Miller

Claudette is a partner in both the litigation and government departments. Her cross-disciplinary experience allows her to craft and achieve appropriate and cost-effective solutions -- judicial, legislative or regulatory -- to complex problems for a wide range of clients.

Litigation (Constitutional and Appellate Practice)

• Representing owners of federally-subsidized affordable housing against city in half dozen federal and state actions and appeals involving U.S. Constitutions’ Supremacy Clause, Illinois Constitution’s eminent domain provision, fair housing and civil rights laws and state laws;
• Writing amicus brief in U.S. Supreme Court case on constitutionality of state laws governing interstate wine shipments;
• Successfully defending challenge to the constitutionality of the legislation for public funding of the renovation of Soldier Field and the surrounding Chicago lakefront;
• Representing casino licensees in judicial and administrative proceedings against private parties and the State over license; and
• Handling a variety of appeals in Illinois state appellate courts and the federal Courts of Appeal for the Sixth, Seventh and Tenth Circuits on issues ranging from federal jurisdiction to ERISA.

Government

• Administrative Partner for department, with duties ranging from primary responsibility for all research and written product to training and supervising others in legal research and writing;
• Counseling clients re: constitutionality of laws affecting inter-state commerce;
• Advising Illinois public official re: constitutionality of budget mechanisms;
• Lobbying for and representing county hospital before federal and state officials on Medicaid reimbursement;
• Representing cultural and educational institutions in obtaining state funding; and
• Monitoring legislation and regulations and lobbying executive, legislative and administrative officials and agencies.
